The State Government officially regulated the game of Juwai Teer under the Meghalaya Amusement and Betting Tax Act of 1982. With the support of the Chief Minister of Meghalaya, this law established the legal framework for the game. The Meghalaya Amusement and Betting Tax (Amendment) Act, 1982 continues to govern the legal aspects of Teer betting.
At the time, Captain Williamson A. Sangma, the Chief Minister, played a pivotal role in legalizing the game. He used his political authority to push the legislation forward, and the state’s legislative body backed his decision. Since then, authorities have formally recognized Juwai Teer as a legal betting game rather than classifying it as gambling. This marked a major shift in its legal status and paved the way for its systematic regulation.
How Does the Game Work?
The format of the Juwai Teer game is straightforward and easy to understand. The game takes place six days a week, from Monday to Saturday, with Sunday as a day off.
There are two rounds in the game:
First Round: In this round, 50 archers each shoot 30 arrows.
Second Round: The same 50 archers return to shoot 20 arrows each.
Organizers announce the first-round results at 4:00 p.m., followed by the second-round results at 5:00 p.m. These timings may shift slightly with the changing seasons, adjusting for summer and winter daylight hours.

A popular theory suggests that during the colonial period, when Shillong served as the capital of Assam, the British were drawn to Meghalaya’s cool and pleasant climate—a perfect escape from the heat of the plains.

Many believe that they introduced the lottery and betting system around these traditional archery games, blending their fascination with the sport and their interest in structured forms of entertainment.
