What is the Mechanism of the Shillong Teer Lottery?
The Shillong Teer game is a traditional archery lottery in Meghalaya, India. The game played six days a week, every day from Monday to Saturday, with an off day on Sunday every week.
There are two rounds of play every day:
The first round, 50 trained archers shoot 30 arrows towards a target.
The second and final round, again the 50 archers shoot 20 arrows.The results are then formalized by counting the total number of arrows that hit the target in the round. Players wager in advance what the last two digits of the total number of arrows that hit the target will be (if 764 arrows hit, the result is 64).
Results of the first round are normally broadcasted at 4:00 p.m.
Results of the second round are usually announced at 5:00 p.m.
Playing the game is a source of entertainment and livelihood for many and the game is a custom of Khasi culture. Regulated under the Meghalaya Amusements and Betting Tax Act, Shillong Teer is one of the very few legal archery lotteries in India.
Results are announced to the public either of those time slots but possibly delayed due to seasonal conditions such as daylight hours in the summer months or winter months, or a logistical reason.
How Did Shillong Teer Got Legal?
In 1982, the Meghalaya Amusement and Betting Tax Act gave state regulation to Shillong Teer and legalized it, and since then the State government has been responsible for its legal status with Chief Minister of Meghalaya on top of that.
The legal legislation surrounding Teer betting is the Meghalaya Amusement and Betting Tax (Amendment) Act, 1982.
At the time, Chief Minister Captain Williamson A. Sangma was a big advocate for this to happen with backing from the state legislature, and that law recognized Teer as a legal betting game and not gambling, which allowed Teer to normalized and governed under state legislation.
